Section 43201 of H.R. 1: The Law That Bans States from Slowing It Down

You might think state governments could step in to regulate or slow down the rise of AI. But they can't. On May 22, 2025, the U.S. House of Representatives passed H.R. 1, which includes Section 43201, the “Artificial Intelligence and Information Technology Modernization Initiative.”

This law explicitly states:

“. . . no State or political subdivision thereof may enforce any law or regulation regulating artificial intelligence models, artificial intelligence systems, or automated decision systems during the 10-year period beginning on the date of the enactment of this Act.”

That means for the next decade, no U.S. state or local government can regulate AI at all. Silicon Valley and Washington, D.C. have effectively locked out local communities from having any say in how AI is used to reshape their economies, schools, courts, or healthcare systems.

Stargate and Agenda 2030: A Timed Convergence

Stargate is scheduled to be fully operational by 2029. That's no coincidence. The United Nations' Agenda 2030 is a sweeping global plan for digital ID systems, financial inclusion, automation of governance, and global “sustainable development” that replaces traditional institutions with centralized digital control.

Stargate is the hardware that will make that system possible in the U.S. Its compute power—up to 1.2 gigawatts across 20 mega data centers—will enable AI to monitor, evaluate, and decide policy faster than any human bureaucracy.
